Civic Policy and Law Review (CPLR) is an international, open-access, double-blind peer-reviewed journal dedicated to fostering critical scholarly dialogue at the intersection of constitutional law, public policy, civic governance, and human rights. Positioned as a premier legal and policy forum, CPLR explores how legislative frameworks, administrative policies, and civic institutions adapt to contemporary global challenges. The journal provides a platform for legal scholars, political scientists, policy analysts, and governance experts to critically analyze statutory evolution, administrative justice, civil liberties, and the socio-legal mechanisms that sustain democratic resilience and public accountability.

Scope and Topics

CPLR welcomes original legal research, comparative law analyses, policy evaluations, jurisprudential inquiries, and systematic reviews across the following core domains:

  • Constitutional & Administrative Law: Constitutionalism, judicial review, separation of powers, administrative state accountability, and statutory interpretation.

  • Public Policy & Civic Governance: Policy formulation and evaluation, regulatory governance, decentralization, institutional reform, and public integrity.

  • Human Rights, Equity & Civil Liberties: Fundamental rights protection, anti-discrimination law, access to justice, vulnerable group advocacy, and civic freedoms.

  • Socio-Legal Studies & Legal Sociology: The impact of law on society, rule of law indicators, legal culture, and community participation in legislative processes.

  • Digital Governance & Legal Technology: Algorithmic regulation, data privacy law, digital rights, e-government policy, and the intersection of AI with public law.

Publication Frequency

Civic Policy and Law Review (CPLR) is published biannually (Two issues per year: June and December), utilizing a continuous publication model to ensure rapid online availability of cutting-edge legal and policy scholarship.

Peer Review Process

To uphold uncompromising standards of legal scholarship and analytical integrity, CPLR operates a rigorous double-blind peer-review process. Submissions are initially evaluated by the Editorial Board for scope fit, legal logic, and ethical compliance. Submissions passing desk review are assigned to a minimum of two independent expert reviewers specializing in law, administrative science, or public policy. Reviewers evaluate manuscripts based on legal acuity, theoretical depth, methodological transparency, original argument, and systemic contribution to policy and legal literature.

Mission Statement

The mission of Civic Policy and Law Review (CPLR) is to enrich global legal scholarship and administrative practice by publishing rigorous, forward-thinking analyses that advance the rule of law, strengthen civic institutions, and safeguard human dignity in contemporary policy landscapes.
